Meet Frederick.
Frederick Fisher, J.D., CCP, is a seasoned expert in Professional Liability Insurance with a career spanning over 50 years. Renowned for his dedication to client financial security, Fred advocates for providing clients with strong financial safeguards. While at the same time letting competitors focus on “selling some insurance.”
Fred’s career began with two decades as a Professional Lines Claims Adjuster, specializing in Professional Liability claims, qualitative claim audits, risk management, and loss control. Later, he founded ELM Insurance Brokers, where he led as CEO for over 20 years.
Fred serves on the Editorial Board of Agents of America, is an original faculty member at the Claims College’s School of Professional Lines (sponsored by the Claims & Litigation Management Association) and has been the Senior Technical Advisor on a research manual titled Professional Liability Insurance published by the International Risk Management Institute. A founding member and Past President of the over 40,000-member strong Professional Liability Underwriting Society (PLUS), he was awarded the PLUS Founders Award in 2019.
In addition to his roles in education and advisory, Fred is a prolific writer and speaker. He authored the 2024 publication “Claims Made Insurance – The Policy That Changed the Industry.” He also has over 80 industry-related articles to his name, along with more than 150 industry-related presentations and classes.

This book serves as a manual for industry professionals, brokers, underwriters, and claims adjusters. It teaches them how to navigate and explain claims-made policies. It also empowers policyholders by clarifying their rights and responsibilities. In doing so it helps them avoid coverage gaps and denial scenarios.
Fred’s engaging writing style and authoritative knowledge make this book informative and accessible. It provides practical advice and best practices, fostering transparency and trust between insurers and insureds. As the industry faces challenges from private equity and market dynamics, this primer is a vital resource for anyone involved in professional liability insurance.
It was written for the consumer, and is very easy to understand, even for those unfamiliar with insurance. Never take these take-aways for granted, as more and more, insurance companies are listening to their lawyers who are assisting the insurers in drafting language that helps them avoid having to pay claims that they normally and customarily used to pay. Take this seriously.

While no one really likes to buy insurance, and consider it a necessity just to get it over with, it is highly recommended that you buy educational oriented books to help you understand what’s at risk here. For instance, Insurance for Dummies is available on Amazon which gives you a good overview of the type of different coverages that you may need, and some of the traps that you be not realize may exist. My own book, Claims Made Insurance: The Policy that Changed the Industry, equally deals with many of “The Gotchy’as That’ll Getchya” ™ that exist in these policies.
